Donor Spotlight: Rick Baker turns a lifetime of leadership into a legacy of inclusion

On National Philanthropy Day we honour a founding advocate of the Paralympic Foundation of Canada

When you look at the incredible growth of Para sport in Canada – from its community beginnings to the nationwide movement it is today – there are incredible champions behind the scenes whose commitment made it possible. For more than 50 years, Rick Baker has been helping others find their place in sport, and he has been with the Paralympic Foundation of Canada since day one.  

From the beginning of his career as director of recreation at the Royal Ottawa Hospital, he saw firsthand the power of sport in rehabilitation.  

“That’s where I got hooked,” he shares. “Helping people with a disability reintegrate into community life through recreation — it became my passion.” 

That mission turned into a remarkable, decades-long career devoted to breaking barriers, building accessible communities, and creating inclusive spaces for all. 

He has held leadership roles at every level – from sport consultant for the Ontario Ministry of Culture and Recreation to director of parks and recreation in several municipalities, to CEO of the Ottawa RA Centre where he oversaw programs for over 23,000 members. He also shared his expertise as a professor at George Brown and Algonquin Colleges, where he helped shape the next generation of leaders in recreation, hospitality, and retirement community management. 

Perhaps most powerful, his legacy is found in the lives he’s touched through his volunteer leadership and unwavering commitment to the Paralympic Movement. He served for eight years on the Canadian Paralympic Committee’s Board of Directors, taking on key roles in governance, finance, and human resources. When the Paralympic Foundation of Canada was officially launched in 2015, Baker was one of its earliest and strongest champions – helping shape the Foundation from its inception into the impactful organization it is today. 

Through every position he has held, his focus remained on inclusion, equity, and opportunity for people with a disability – both in sport and in society. 

“In the early days of the Paralympic Foundation of Canada, it was tough,” he says. “It took time to spread the word and convince people of the value of Para sport. But once Canadians saw how well our athletes performed – and how much they had to give – the mindset began to shift.” 

That mindset shift has made all the difference. Thanks to advocates like him, there are more people participating in Para sport, transitioning into leadership roles, and achieving greatness.   

Even in retirement, Baker continues to give – not just his time, but also his financial support. 

“Giving on a pension isn’t easy, but it’s a priority,” he shares, “Because I believe in what this movement represents. Para athletes are resilient, high-performing, and they inspire everyone around them. They’re more than athletes – they’re leaders.”
